Fell between the chairs
The expression “fell between the chairs” is a metaphor that describes a situation in which a person, issue, or problem does not receive proper attention or care, simply because no one took responsibility. This happens when those who are supposed to take responsibility either don’t notice the issue or don’t want to deal with it, and instead pass the responsibility on to someone else.
הַבִּיטּוּי "נָפַל בֵּין הַכִּסְּאוֹת" הוּא מֵטָאפוֹרָה שֶׁמְּתָאֶרֶת מַצָּב שֶׁבּוֹ אָדָם, נוֹשֵׂא אוֹ בְּעָיָה לֹא זוֹכִים לְטִיפּוּל, פָּשׁוּט כִּי אַף אֶחָד לֹא לָקַח אַחְרָיוּת.
זֶה קוֹרֶה כִּי מִי שֶׁצָּרִיךְ לָקַחַת אַחְרָיוּת לֹא שָׂם לֵב לָעִנְ יָן אוֹ שֶׁהוּא פָּשׁוּט לֹא רוֹצֶה לָקַחַת אַחְרָיוּת וּמְגַלְגֵּל אֶת הָאַחְרָיוּת לְמִישֶׁהוּ אַחֵר.
Here are some real-life examples — unfortunately, these situations happen quite often, and we hear about them in the news or in investigative programs that bring the issue to public awareness. These examples usually involve vulnerable populations who either don’t know their rights or don’t have the power to demand them, and no one bothers to take care of them.
הִנֵּה כַּמָּה דּוּגְמָאוֹת מֵהַחַיִּים, שֶׁלְּצַעֲרֵנוּ הָרַב, קוֹרוֹת לֹא מְעַט וּמִדֵּי פַּעַם אֲנַחְנוּ שׁוֹמְעִים עַל הַמִּקְרֶה הַזֶּה בַּחֲדָשׁוֹת אוֹ בְּאֵיזוֹ תָּכְנִית תַּחְקִירִים שֶׁמַּעֲלָה אֶת הַבְּעָיָה לְתוֹדַעַת הַצִּיבּוּר.
הַדּוּגְמָאוֹת הָאֵלֶּה הֵן בְּדֶרֶךְ כְּלָל שֶׁל אוּכְלוּסִיּוֹת מוּחְלָשׁוֹת שֶׁלֹּא מְבִינוֹת אֶת הַזְּכוּיוֹת שֶׁלָּהֶן אוֹ שֶׁאֵין לָהֶן אֶת הַכּוֹחַ לִדְרוֹשׁ אוֹתָן וְאַף אֶחָד לֹא טוֹרֵחַ לְטַפֵּל בָּהֶן.
First example: A child with special needs doesn’t receive support because the Ministry of Health claims it’s the Ministry of Education’s responsibility, and the Ministry of Education claims it’s the Ministry of Health’s responsibility. The poor child and their family simply fall between the chairs.
דּוּגְמָא רִאשׁוֹנָה: יֶלֶד עִם צְרָכִים מְיוּחָדִים לֹא קִבֵּל סִיּוּעַ כִּי מִשְׂרַד הַבְּרִיאוּת טוֹעֵן שֶׁזֹּאת אַחְרָיוּת שֶׁל מִשְׂרַד הַחִינּוּךְ וּמִשְׂרַד הַחִינּוּךְ טוֹעֵן שֶׁהָאַחְרָיוּת הִיא שֶׁל מִשְׂרַד הַבְּרִיאוּת. הַיֶּלֶד הַמִּסְכֵּן וּמִשְׁפַּחְתּוֹ פָּשׁוּט נוֹפְלִים בֵּין הַכִּסְּאוֹת.
Second example: An elderly person with no family, living alone, is entitled to receive assistance with house cleaning and daily living — but he’s unaware of these rights. Usually, this elderly person will only be discovered if there’s an emergency — and tragically, sometimes only when he is found dead in his home. Only then will the investigation begin: Who was supposed to take responsibility? Why did he fall between the chairs?
דּוּגְמָא שְׁנִיָּה: קָשִׁישׁ שֶׁאֵין לוֹ מִשְׁפָּחָה, וּמִתְגּוֹרֵר לְבַד וְזַכַּאי לְקַבֵּל עֶזְרָה בְּנִקְיוֹן הַבַּיִת וּבְנִיהוּל חַיֵּי הַיּוֹמְיוֹם, אֲבָל הוּא לֹא מוּדָע לַזְּכוּיוֹת הָאֵלֶּה.
בְּדֶרֶךְ כְּלָל הַקָּשִׁישׁ הַזֶּה יִתְגַּלֶּה רַק אִם יִקְרֶה מִקְרֵה חֵירוּם וְחָלִילָה יִמְצְאוּ אוֹתוֹ מֵת בְּבֵיתוֹ.
אָז יַתְחִיל הַבֵּירוּר מִי הָיָה אָמוּר לָקַחַת אַחְרָיוּת וְלָמָּה הוּא נָפַל בֵּין הַכִּסְאוֹת.
