Well, a sock hat is not really an expression, but it is a combination of two different items of clothing that together gives a new meaning.

טוֹב, כּוֹבַע גֶּרֶב זֶה לֹא מַמָּשׁ בִּיטּוּי, אֲבָל זֶה צֵירוּף שֶׁל שְׁנֵי פְּרִיטֵי לְבוּשׁ שׁוֹנִים שֶׁבְּיַחַד נוֹתֵן מַשְׁמָעוּת חֲדָשָׁה.
כּוֹבַע = Hat
גֶּרֶב = Sock
We put the sock hat on our head like we put socks on our feet and it covers the entire head, including the ears and neck.
אֶת כּוֹבַע הַגֶּרֶב אֲנַחְנוּ עוֹטִים עַל הָרֹאשׁ כְּמוֹ שֶׁאֲנַחְנוּ גּוֹרְבִים גַּרְבַּיִם עַל הָרֶגֶל וְהוּא מְכַסֶּה אֶת כָּל הָרֹאשׁ כּוֹלֵל הָאָזְנַיִם וְהַצַּוָּאר.
Some sock hats have an opening only for the eyes, and there are sock hats with a larger opening so you can see the face.
יֵשׁ כּוֹבְעֵי גֶּרֶב שֶׁיֵּשׁ לָהֶם פֶּתַח רַק לָעֵינַיִם וְיֵשׁ כּוֹבְעֵי גֶּרֶב שֶׁהַפֶּתַח יוֹתֵר גָּדוֹל וְאֶפְשָׁר לִרְאוֹת אֶת הַפָּנִים.
The sock hat has a negative reputation because it is used by robbers and thieves who don't want their faces to be seen.
לְכוֹבַע הַגֶּרֶב יֵשׁ מוֹנִיטִין שְׁלִילִי כִּי הוּא מְשַׁמֵּשׁ שׁוֹדְדִים וְגַנָּבִים שֶׁלֹּא רוֹצִים שֶׁיִּרְאוּ אֶת פְּנֵיהֶם.
