If there is strong wind and there is a leaf that has fallen from the tree, it is carried away by the wind, i.e, it moves wherever the wind takes it.
It is possible to use this expression in a physical sense, as if to say: If I tremble from cold, it is possible to say that I am like a leaf blown away by the wind.
We also use this expression when we want to say about someone that they are weak or timid.

אִם יֵשׁ רוּחַ חֲזָקָה וְיֵשׁ עָלֶה שֶׁנָּשַׁר מִן הָעֵץ, הוּא נִסְחָף עִם הָרוּחַ, כ ְּלוֹמַר הוּא זָז לְאָן שֶׁהָרוּחַ לוֹקַחַת אוֹתוֹ.
אֶפְשָׁר לְהִשְׁתַּמֵּשׁ בַּבִּיטּוּי הַזֶּה בַּמַּשְׁמָעוּת הַפִיזִית, כְּלוֹמַר: אִם אֲנִי רוֹעֶדֶת מִקּוֹר אֶפְשָׁר לְהַגִּיד עָלַי שֶׁאֲנִי כְּעָלֶה נִידָּף בָּרוּחַ.
אֲנַחְנוּ גַּם מִשְׁתַּמְּשִׁים בַּבִּיטּוּי הַזֶּה כְּשֶׁאֲנַחְנוּ רוֹצִים לְהַגִּיד עַל מִישֶׁהוּ שֶׁהוּא חַלָּשׁ אוֹ פַּחְדָן.
For example: long time ago, many teachers were respected, and the students were like a leaf blown away by the wind, especially if the teacher was angry. Times have changed, and nowadays, unfortunately, teachers are like a leaf blown away by the wind.
לְמָשָׁל: פַּעַם, לִפְנֵי זְמַן רַב הַמּוֹרִים זָכוּ לְכָבוֹד, וְהַתַּלְמִידִים הָיוּ כְּעָלֶה נִידָּף בָּרוּחַ בִּמְיוּחָד אִם הַמּוֹרֶה כָּעַס. הַזְּמַנִּים הִשְׁתַּנּוּ וּבְיָמֵינוּ, לְצַעֲרֵנוּ, הַמּוֹרִים הֵם כְּעָלֶה נִידָּף בָּרוּחַ.
