אֵין עָשָׁן בְּלִי אֵשׁ

No smoke without fire
When we arrive at a certain place and see smoke, we know that there can be two possible situations: Either a fire is about to ignite, or the fire has already been extinguished—but in any case, there was fire.
כַּאֲשֶׁר אֲנַחְנוּ מַגִּיעִים לְאֵיזֶשֶׁהוּא מָקוֹם וַאֲנַחְנוּ רוֹאִים עָשָׁן אֲנַחְנוּ יוֹדְעִים שֶׁיְּכוֹלִים לִהְיוֹת שְׁנֵי מַצָּבִים: אוֹ שֶׁעוֹד מְעַט תִּתְלַקֵּחַ אֵשׁ אוֹ שֶׁהָאֵשׁ כְּבָר כָּבְתָה. בְּכָל מִקְרֶה יֵשׁ אֵשׁ.
So we use this expression when we want to say that if there are rumors about something or someone, there is a possibility that there is some truth behind them.
אָז אֲנַחְנוּ מִשְׁתַּמְּשִׁים בַּבִּיטּוּי הַזֶּה כְּשֶׁאֲנַחְנוּ רוֹצִים לְהַגִּיד שֶׁאִם יֵשׁ שְׁמוּעוֹת עַל מַשֶּׁהוּ אוֹ עַל מִישֶׁהוּ יִתָּכֵן שֶׁיֵּשׁ אֱמֶת בַּדְּבָרִים.
For example: I heard from someone that another person I know stole money. Some might say: "Where there’s smoke, there’s fire", meaning that it’s possible that this person really did it.
לְדוּגְמָא: שָׁמַעְתִּי מִמִּישֶׁהוּ שֶׁמִּישֶׁהוּ אַחֵר שֶׁאֲנִי מַכִּירָה ג ָּנַב כֶּסֶף. יֵשׁ כָּאֵלֶּה שֶׁיַּגִּידוּ שֶׁ"אֵין עָשָׁן בְּלִי אֵשׁ" כְּלוֹמַר יִתָּכֵן שֶׁהוּא בֶּאֱמֶת עָשָׂה אֶת זֶה.
But caution is needed! While in a physical sense, smoke always indicates fire, in a metaphorical sense, sometimes people accuse others unfairly just because they want revenge or to harm them. And then—there is smoke, but there is no fire!
אֲבָל צָרִיךְ לְהִזָּהֵר מִזֶּה. זֶה נָכוֹן שֶׁבָּרָמָה הַפִיזִית בֶּאֱמֶת אֵין עָשָׁן בְּלִי אֵשׁ, אֲבָל בָּרָמָה הַמֵּטָאפוֹרִית, לִפְעָמִים אֲנָשִׁים מְנַסִּים לְהַאֲשִׁים מִישֶׁהוּ בְּלִי שֶׁהוּא בֶּאֱמֶת אָשֵׁם רַק כִּי הֵם רוֹצִים לִנְקוֹם בּוֹ אוֹ לְהָצִיק לוֹ וְאָז יֵשׁ עָשָׁן בְּלִי אֵשׁ!
